Court Mandated Daytona NA Member Indicted In Murder of 2 Local Women

James Maxwell was indicted for the murder of Chasity Starr and Pamela Sue Will. Chasity Starr was a Holly Hill resident. He was already in jail for raping a 9 year old in a Park. He had been mandated to Narcotics Anonymous meetings to meet probation requirements for prior felony convictions. Why was this man even allowed on the streets? With today’s guidelines he would still have been in jail. So tragic that he raped a little girl and killed 2 local women while out on probation.

How can Judges and probation officers mandate AA and NA meetings for such dangerous felons, knowing children and teens are at these meetings as well? Why does the City of Holly Hill allow the likes of James Maxwell to go to 12 step meetings steps away from the childrens playgrounds?

PORT ORANGE — A grand jury indicted James Maxwell — already a suspect in a child rape and abduction — today in the killing of two women.

  

Police said the remains of Chasity Starr, 27, were unearthed in Maxwell’s backyard in June. The body of Pamela Sue Will, 48, was found  months after her September 2010 disappearance in a ditch near International Trade Associates, an Ormond Beach business where Maxwell used to work. A family four-wheeling in the area discovered the body, wrapped in plastic.

Will had been reported missing from a South Daytona motel, but police declined to say much about the victim because of an open investigation.

“I can’t say much, but I can say we have been in contact with her mother this morning,” said Port Orange Lt. David Meyer. We are going to be working on relaying as much information to her as possible.”

Port Orange police said Thursday that they believed Maxwell, 44, strangled both women in the modest, white block home on Brandy Hills Drive that he shared with the mother of his infant daughter, Joanna Bertram. Bertram was the one who tipped off police to what the yard held.

She had visited Maxwell in the Volusia County Branch Jail, where he was being held on charges that he abducted a 9-year-old next-door neighbor on Dec. 15, raped her in a park and kept her there overnight before dropping her off a the police station.

Timeline

1988: James Lee Maxwell pleads guilty to stabbing prostitute Cathryn Ann Carnes in the heart with a knife in an attempt to kill her. She survived, and he spent a handful of years in prison.

Sept. 24, 2010: Pamela Sue Will, 48, of South Daytona, reported missing.

Sept. 29, 2010: James Maxwell’s last day at International Trade Associates at 9 West Tower Circle in Ormond Beach.

Jan. 15, 2011: Date police said Chasity Danette Starr was murdered at Maxwell’s home.

Jan. 16, 2011: Will’s body found in a ditch at the rear of the business.

March 29, 2011: Chasity Danette Starr reported missing from her Holly Hill residence.

Dec. 16, 2011: The day on which Maxwell was charged in the abduction and rape of a 9-year-old girl after being a guest at a holiday party in her home.

June 18, 2012: Body of Starr found.

Aug. 9, 2012: Maxwell is indicted in the killings of Starr and Will.

    • From what I have heard Chasity had a big heart. James Maxwell is a sick SOB, and I do not understand how his girlfriend could of let her daughters around this man that bragged to her kids that he had killed prostitutes.

      This is the kind of people Volusia County Probation Officers and Judges are sending to Daytona AA meetings and that end up in our Holly Hill playgrounds .

    DAYTONA BEACH — Prosecutors will seek the death penalty in the trial of a convicted Port Orange child rapist who is awaiting trial in the killings of two women.

    Assistant State Attorney Ed Davis filed a notice of intent to seek the death penalty against James Maxwell, 44.

    Maxwell was indicted earlier this year on charges of first-degree murder in the slayings of Chasity Starr and Pamela Sue Will.

    Maxwell, on Nov. 9, was sentenced to three life terms by Circuit Judge R. Michael Hutcheson for kidnapping and raping a 9-year-old neighbor. He was sentenced to an additional 15 years for burglary.

    Even though he has pleaded not guilty in the killings, search warrants show Maxwell admitted to Port Orange detectives that he killed Starr by strangling her in January 2011. Starr’s body was found in Maxwell’s backyard in June. Her skeletal remains were wrapped in a red, white and blue quilt-like bed spread, the search warrants state.

    Pamela Will, meanwhile, was found in a muddy ditch next to International Trade Associates in Ormond Beach, where Maxwell once worked. Will had been missing since September 2010.

    Both women were prostitutes.

    Defense attorney Peyton Quarles, said he is not surprised the State Attorney’s Office is asking for the death penalty for his client.

    Quarles said he expected that outcome after a discussion with the State Attorney’s Office concerning the murder cases “in conjunction with the sexual battery case,” fell apart. Quarles declined to discuss the specifics of the conversation.

    In 1988, Maxwell was also convicted of attempted murder for repeatedly stabbing a Daytona Beach prostitute in the chest. He served time in prison for that offense.

    Prosecutors have said Maxwell’s trial on the murder charges will be next year.

    ORMOND BEACH — After more than a year of heartbreak, questions and tears, one family said their goodbyes Saturday afternoon to a daughter, sister, niece and friend.

    “It has been a long hard road,” Ed Jandreau said at the memorial service for his niece, Chasity Danette Starr. “There’s been so many people involved in this with Chasity that I just can’t thank everybody. She would love you all for this. We’re finally bringing her home.”

    Jandreau has served as his family’s rock since Starr, of Holly Hill, was reported missing on March 29, 2011. On June 28, 2012, Starr’s remains were found in the backyard of child-rape suspect James Maxwell’s Port Orange residence. She was 29.

    The Rev. Artie Rose led the service at Lohman Funeral Home in Ormond Beach.

    “It was a tragedy that happened, very tragic,” Rose said. “Words cannot explain what I think in my heart about some people.”

    Rose led family and friends in a prayer and asked God that the tragedy pull the family together. Members of Starr’s family also asked that they let this bring them together.

    “We all need to pull together,” Brenda Butler, one of Starr’s aunts, said through tears. “I don’t want to go through this again, and I know nobody in this family wants to go through this again.”

    Starr’s mother, Candy, said her daughter, whose favorite color was purple, was a lover of life.

    “We used to go tubin’ every weekend,” Candy said. “She loved to camp. Juniper Springs was one of our favorite places to go.”

    Candy also remembered how clumsy her daughter could be.

    Starr’s friend and mentor, Daniel Fisher, didn’t see her clumsiness as an issue when she helped him take his neighbor to the hospital.

    “I get the emergency room at Halifax, and I didn’t even get the car parked good yet, and she’d jumped out and ran for the emergency room,” Fisher said. “She ran in there and she grabbed a wheelchair for him so he wouldn’t have to walk. She was very caring and nurturing like that.”

    Maxwell, who is charged with killing Starr and Pamela Sue Will, both of whom had arrest records for prostitution, will go to trial in December on two charges of first-degree murder. He also faces charges that he kidnapped and raped a 9-year-old neighbor in December 2011 after a holiday party.

  4. How many kids did this creep befriend in Daytona NA and Daytona AA meetings? How many single Mom’s did he get to know so he could be near their children? His girlfriend at the time of his arrest of raping the nieghbors 9 year old little girl in a local park, was pregnant with his child. Also her 2 daughters from a previous relationship were removed from the his home because the girls family (not their Mom) where concerned for their safety around James Maxwell. Thank God they got those girls out of there!

    Why is such a sick violent felon allowed in Holly Hill Parks to attend Daytona AA and Daytona NA meetings? Do the children ever come first anymore?
